PROGUN PRACTICAL SHOOTING & HUNTING CONSTITUTION
1. NAME
The name shall be “Progun Practical Shooting & Hunting”.
2. ADDRESS
The postal address is: PO Box 1095, Klerksdorp, 2570.
3. OBJECT
The object of Progun Practical Shooting & Hunting is to promote, organise and control the sport,
hunting, education on wildlife and nature, conserve the ecology and to foster a good image in the public eye
and to promote the safe, competent and responsible use of firearms for anyone legally entitled to use them.
4. OWNERSHIP
Progun Practical Shooting & Hunting is managed by the owner, Louis D van Wyk.
5. AFFILIATION
Progun Practical Shooting & Hunting is affiliated to the following associations;-
i) North West Hunting & Nature Conservation Association (NWHNCA),
ii) North West Practical Shooting Association (NWPSA) and the
iii) South African Practical Shooting Association (SAPSA) .
6. SPECIAL POWERS OF THE OWNER
(a) The owner will be entitled to appoint a Committee to handle all disciplinary hearings. The Committee
will exist out of a Chairman, vice Chairman, secretary, training officials, Public Relations Ofiicers (PRO),
Range Officers, ground Manager, barkeepers and the editor of the “Vlakvark” newsletter.
(b) The owner shall, where he considers it to be in the interest of Progun Practical Shooting & Hunting,
be entitled to;-
(I) refuse an application for membership,
(II) suspend the membership of any member,
(III) expel any member and
(IV) to take such other disciplinary measures as may in the circumstances be deemed appropriate.
(c) Before a member is expelled or suspended, such member shall be given the opportunity to state
his/her case, explain or defend him- or herself, during a hearing held on a date decided upon by the
owner. Upon which date the hearing must be concluded.
(d) A member can resign in writing at any time, from Progun Practical Shooting & Hunting , the
North West Hunting & Nature Conservation Association, the North West Practical Shooting
Association and the South African Practical Shooting Association.
(e) A member who resigned or has been expelled or whose membership has been suspended;
i) shall have no claim against Progun Practical Shooting & Hunting , the North West Hunting &
Nature Conservation Association, the North West Practical Shooting Association and the South
African Practical Shooting Association for reimbursement of any monies paid,
ii) shall hand back any badge, distinctive mark, documents or any other object related to Progun
Practical Shooting & Hunting , the North West Hunting & Nature Conservation Association,
the North West Practical Shooting Association and the South African Practical Shooting
Association.
7. MISCONDUCT
Misconduct includes the following;-
i) members not following the prescribed safety procedures while shooting,
ii) members exposing themselves to misconduct towards the owner of a game farm while hunting,
iii) use of firearms against the law, regulation and/or ordinance,
iv) any other behaviour where the name or good image of any affiliated Association and/or the Progun
Practical Shooting & Hunting could suffer damage or shame and
v) misbehaviour while using the Club facilities at the Progun Practical Shooting & Hunting.
8. REQUIREMENTS FOR MEMBERSHIP
(a) An application form to be completed and furnished to the owner of Progun Practical Shooting &
Hunting.
(b) A copy of the applicant’s ID to accompany the application form.
(c) Membership fees will be set from time to time and is to be paid per annum in advance.
(d) Dedicated- Sport/Hunter person – A training programme, theoretical & practical , to be done by all new
applicants to obtain this status. The theory and practical test must be passed to obtain full status.
(e) CHASA – All members to complete the CHASA theoretical and practical examn.
(f) Once a new member furnished the neccesary documents, a membership card will be issued.
This card must always be in possession of any member when visiting Progun Practical Shooting &
Hunting.
9. MANAGEMENT CONTROL AND ADMINISTRATION
The management, control and administration of Progun Practical Shooting & Hunting shall vest in the owner.
10. FINANCIAL YEAR
The financial year shall extend from 1 February to 31 January.
11. MEMBERSHIP YEAR
The membership year shall extend from 1 October to 30 September.
12. KEEPING OF RECORDS
The owner shall keep such entries, registers, records and shooting results of all members as are required
by Law.
All members shall have the right of access at all times to the registers, and results.
13. AMENDMENT OF CONSTITUTION
This Constitution may only be amended by the owner of Progun Practical Shooting & Hunting.
14. RULES/SCORING
The Practical Shooting Rules/Scoring as determined by the IPSC Association and the North West Hunting &
Nature Conservation Association shall be applied.
15. DISSOLUTION
The dissolution of Progun Practical Shooting & Hunting can only occur by operation of law and/or the owner.
